BY-LAWS OF THE

QUAD CITIES RADIO CONTROL CLUB

ARTICLE I - DUTIES OF OFFICERS

 

SECTION A. PRESIDENT:

 

  1. Shall preside at all meetings of the club.
  2. Shall act as spokesperson for the club in all matters.
  3. Shall insure there is a quorum present before calling any meeting to order.
  4. Shall at his first meeting make appointments to fill the following positions.

 

It is proposed to add the following statement: 5: The PRESIDENT shall use at each meeting the Roberts Rules of Order. 

 

A.     FIELD MAINTENANCE DIRECTOR:

a.      Shall keep records of maintenance to the club field equipment, and see that gas and oil is always present at the field. Keep records of grass cutting schedule and report any member that fails to fulfill his obligation to cut the grass to the membership at next scheduled meeting.

b.      Post scheduled assignment of grass cutting at the field house as well as on www.qcrcc.com.

 

B.     EVENTS COORDINATOR

a.      Plan and organize fun flys, contest and all other club events, appoint help as necessary.

 

SECTION B: VICE PRESIDENT

 

  1. Shall perform the duties of the PRESIDENT, in the absence of the PRESIDENT.
  2. Shall Succeed the PRESIDENT in the event he/she does not serve the full term of office.
  3. Shall assist the field safety office in the enforcement of safety rules.
  4. Shall maintain a list of pilots that volunteer to train new members and assign trainers as necessary.

 

SECTION C: SECRETARY:

 

  1. Shall keep the minutes of all meetings.
  2. Shall keep the attendance role of such meetings.
  3. Shall maintain all records of paperwork not concerning money.
  4. Shall give a reading of the last regular or special meeting at the next regular meeting of the club.

It is proposed to add the following: 5. Shall post monthly minutes on QCRCC’s website

 

 

SECTION D: TREASURE:

 

  1. Shall collect the dues and all monies due, shall keep complete records of all monies received and monies disbursed.
  2. Shall give a report at each meeting.
  3. Shall post and maintain an up-to-date membership list. A listing is to be available at all club meetings.
  4. Shall beauthorized to receive contributions or specially obtained funds from any individual or institution, and is to be applied to the operation expenses of the club.

 

SECTION E: FIELD SAFETY OFFICE:

 

  1. Shall enforce all A.M.A. and club safety rules.
  2. Shall be present at all club field events; appoint members to assist as necessary.
  3. Shall report all violations and maintain a log of same. 

 

 

It is proposed to add the following: All officers present will share the load of confrontation when reprimanding someone.

 

ARTICLE II - TERM OF OFFICE

 

All officers of the quad cities radio control club shall serve for one calendar year. Upon leaving office, all officers shall turn over to their successor or to the clubs highest officer all club records, monies, and/or equipment.

 

 

ARTICLE III - VACANCIES

 

With the exception of the PRESIDENT, which shall be filled by the VICE PRESIDENT, vacancy in any office shall be filled by a special election at the next scheduled meeting. Such electees are to serve until the end of the term for which his predecessor was elected. The meeting time, place and offices to be filled shall be posted on www.qcrcc.com.

 

 

ARTICLE IV - MEETING

 

SECTION A:

Regular club meetings shall be at a frequency, and place determined by the club membership. In the event of a change of meeting time or place all members shall be notified by posting on qcrcc.com not less than 7 days before the meeting.

 

            SECTION B:

Notice of regular meetings shall not be given.

 

 

 

 

ARTICLE V - REGULAR BUSINESS

 

SECTION A:

All regular business affairs and enterprises shall be conducted by the club at its regular meeting.

 

1.      No meeting shall be called to order without a quorum present as stipulated in ARTICLE V - SECTION B.

2.      Should a quorum be lost because of any member/s leaving the meeting shall then immediately be adjourned.

 

SECTION B:

A quorum shall be fifty percent (50%) of the paid membership or 10 paid members.

 

It is proposed to add in: If the paid membership drops below 10, the 50% rule goes into affect.

 

1.      If any meeting called to order in the absence of a quorum, business conducted at that meeting shall be null and void.

2.      Any person joining the club at a regular meeting shall not be counted as a member until after that meeting.

3.      Any member joining the club late in the year and only pays dues for the coming year shall have no vote, and that member also cannot be counted as a member to create a quorum until the beginning of the New Year.

 

SECTION C:

Absentee ballots or proxies shall not be accepted for any vote.

 

 

ARTICLE VI - DUES

 

SECTION A:

1.      All renewal dues shall be $55.00, and shall be delinquent after January 1st of each year.

2.      Dues for new members joining after June 30th shall be $30.00.

3.      Dues for temporary members:

a.       Shall be $20.00, and shall be for three consecutive months. After the temporary period expires, full membership dues shall be $4.50 times the number of months or part of months remaining in the year. ($4.50x xx).

b.      If the temporary member fails to pay dues for full membership within 14 days after expiration, said temporary member shall be dropped from membership and may only renew membership by paying dues as required by ARTICLE VI -SECTION A, 1 or 2.

 It is proposed to add or change the above highlighted statement to the following:

  1. renewal dues shall be delinquent after January 1st of each year, forfeiting flying privileges until paid.
  2. Dues for new member joining after January will 4.60 per month.
  3. a. shall be 3 times monthly rate for three consecutive months.

b.After the temp expires dues shall be X times the number of months

SECTION B:

Dues shall not be refunded for any cause except by vote of the club.

 

It is proposed to add the following section:

Section C:

Dues for the coming year will be on a agenda item at each October meeting. A vote to set the dues for the coming year will be taken at the November meeting. The vote shall be by secret ballot. The officer shall count all of the ballots.

 

 

 

ARTICLE VII - EDUCATION AND TRAINING

 

SECTION A:

New pilot trainee may receive one (1) day flying period without membership of ama or the club and must be under the direct supervision of an open club member. Thereafter all trainees must possess an ama card, (temporary or annual ama membership) and must be sponsored for each flying session by an open club member. Training period shall not exceed three consecutive months.

 

SECTION B:

At the end of three months, the trainee must pay dues to join the club, as required by ARTICLE VI  SECTION A.,1 or 2  to continue to fly.

 

 

ARTICLE VIII - TRANSMITTER OPERATIONS

 

SECTION A:

Members shall check the frequency board for channel usage and post their membership card on the frequency board before operating any transmitter.

 

It is proposed to change the above highlighted to: AMA card

 

SECTION B:

You shall be in violation of the club safety and flight rules if you fail to comply with Section A above.


SECTION C:

Should this violation result in the damage to flyers equipment; the violator shall be financially responsible for all damages. If the liability for damages can not be settled between the parties involved then an inquest shall be called by the parties within 30 days of the infraction. Failure to bring the matter to attention of the safety officer shall forfeit all rights hereto granted. If a violation is determined and the violator refuses to pay damages, that violator shall be expelled from the club and forfeit all dues.

 

It is proposed to add the following statement: If the Field Safety Officer is not present then present your case to any officer present.

 

SECTION D:

Two violations of this type within one year shall result in the suspension of all flying privileges for three months. A third violation will result in expulsion from the club.  No dues will be refunded for this period.

 

It is proposed to change the above highlighted to: 1 violation shall result in the suspension of flying privileges for 1 month.

A second violation within 1 year will result expulsion from the club. No dues will be refunded.

 

 

 

ARTICLE IX - FLYING PRIVILEGES

 

SECTION A:

All members shall abide by posted flight and safety rules at the flying site.

 

It is proposed to add in the following: and guests

 

SECTION B:

New members/pilots shall present their equipment to the safety officer and or qualified instructor to insure its safe operation.

 

It is proposed to add the following somewhere in this section: Shall be inspected before flying.

 

 

SECTION C:

Before any new member/pilot shall be given the entrance gate combination, he or she must prove capabilities of safe operation to safety officer or qualified instructor.

 

It is proposed to add the following: A copy of the Constitution and bylaws shall be given to each new applicant and a signed statement received agreeing to abide by the same upon payment of dues and before obtaining temporary or open membership. The Treasure shall keep the signed the statement.

 

 

SECTION D:

The PRESIDENT shall change the combination to the gate lock in January each year.  The new combination shall only be given to the CLUB TREASURE; the CLUB TREASURE will give the new lock numbers only to open members after renewal dues are paid. New open members will be given the combination as defined in ARTICLE XI, SECTION C.

 

 

ARTICLE X - LOSS OF MEMBERSHIP AND REINSTATEMENT

 

SECTION A:

Termination of membership in the QCRCC may be accomplished as follows:

 

  1. Voluntarily, by written or verbal resignation to an officer of the club.
  2. Involuntarily, due to non-payment of dues, or at the direction of the club members for flagrant or continued violation of QCRCC rules and regulations or of club principles to the detriment of the QCRCC or the hobby.

 

SECTION B:

Reinstatement of terminated members may be accomplished in the following ways:

 

  1. Members who resign in good standing may be reinstated upon providing evidence of a valid AMA membership and payment of the dues, in accordance with ARTICLE VI.
  2. All other former members seeking reinstatement shall make application to the club, provide evidence of a valid AMA membership and upon approval pay dues in accordance with ARTICLE VI.

 

 

ARTICLE XI - ELECTION

 

SECTION A:

At the November meeting the PRESIDENT shall call for individual nominations from the open members of the club for all QCRCC elected officials, starting with the PRESIDENT and working down. Nominees shall only consist of open members that have a current dues status for the entire current year.

 

SECTION B:

All nominations will end at the close of the November club meeting.

 

SECTION C:

The election shall be held annually at the December club meeting.

 

SECTION D:

The PRESIDENT shall make every effort to notify all members of the time and place of the December meeting and inform members that voting for new officers will take place at said meeting.

 

 

ARTICLE XII - FIELD MAINTENANCE

 

SECTION A:

All members except temporary members shall be placed on a schedule to cut the grass at the flying field.

 

1.      The field director shall determine the grass cutting season.

2.      The schedule of assignments will be posted at the field and on www.qcrcc.com.

3.      It shall be the responsibility of each member to know when he is due to cut grass.

 

SECTION B:

For safety proposes, there shall be two (2) members assigned per week.

           

SECTION C:

Junior members shall be assigned the same day/s as their sponsor.

 

SECTION D:

Any member unable to or wishing not to cut grass shall make arrangements with any other member to assume said responsibly at their own personal expense.

 

 

ARTICLE XIII - AMENDMENTS

 

SECTION A:

Amendments shall be made to these bylaws at any general meeting of the club, provided all members have been notified not less than 7 days prior to said meeting. Notice shall state the time and place of this meeting and inform members that voting for changes to the bylaws will take place at said meeting. In the event a member can not be notified by e-mail or telephone, the member must be notified in writing.

 

SECTION B:

Amendments may also be passed at any regular club meeting by sixty-seven percent (2/3) of the members present.
